Pot Petition Primer For Investors


Many people may have heard about, or even signed, the New Approach Missouri Petition currently circulating across the State of Missouri. The Petition seeks to amend Missouri's Constitution and provide "Qualifying Patients" access to medical marijuana. (Click here for the full text).

In order to qualify for the November 2016 ballot, 160,000 valid signatures are required by May 8, 2016. As of April 11, 2016, New Approach Missouri estimates approximately 75,000 additional signatures are required to meet the minimum requirement.

The Constitutional amendment would require the Department of Health and Senior Services to issue licenses to operate a Medical Marijuana Cultivation Facility, Medical Marijuana Dispensary Facility, and a Medical Marijuana-Infused Products Manufacturing Facility.

Simply put, you can grow pot, cook with pot, or sell pot.

Medical Marijuana Cultivation Facility

  • A licensee can grow outdoors, indoors, or in a greenhouse (combination of indoor/outdoor).

  • Limited to 2800 flowering plants or 30,000 square feet of flowering plant canopy space - depending on the type of facility.

  • $3,000 non-refundable license application fee.

  • $20,000 annual fee per license (varies year to year).

  • Individuals and businesses generally limited to a total of 3 Medical Marijuana Cultivation Facility licenses.

  • Licenses is valid for 3 years and is renewable.

Medical Marijuana Dispensary Facility

  • $3,000 non-refundable license application fee.

  • $10,000 annual fee per license (varies year to year).

  • Individuals and businesses generally limited to a total of 6 Medical Marijuana Dispensary Facility licenses.

Medical Marijuana-Infused Products Manufacturing Facility

  • $3,000 non-refundable license application fee.

  • $10,000 annual fee per license (varies year to year).

  • Individuals and businesses generally limited to a total of 5 Medical Marijuana-Infused Products Manufacturing Facility licenses.
